UUUMMMMM.... OK, I am not a constitutional scholar, but WHERE in Article 1, section 8, (deals with the powers of Congress) clause 7, which states that "The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;.... [clause 7] To establish Post Offices and Post Roads;....
The power of Congress to establish Post Offices & post roads seems to be all that the constitution REQUIRES...
no home delivery, no private road use....not even the establishment of mail boxes
You may have more luck with the Universal Postal Service....but good luck with it!

By the way... the post office does NOT supply mail boxes, free or otherwise, to homes. Even in an area WITH home delivery, if you do not have a mail box, or if it is damaged or blocked, you will not get delivery. This is one of the few areas where HCR boxes are supplied at no cost to the patron... most of the places we have lived in the past, private roads with HCR delivery had to pay for the boxes (normally were put in by the DEVELOPER of the area, and included in the sales price of the lot & maintenance was a part of the road maintenance fees of the private road...for the post office to put them in is not required.... or even 'NORMAL'
