Harry Kim was Civil Defense Director for 24 years, he was fantastic!
When he ran for Mayor he had great ideas of the growth and changes he wanted to make.
Trouble with Hilo it is like being in a time warp, it is very difficult to implement new ideas unless it benefits someone (my opinion)
