This is an interesting and informative article about the best and worst run states. Hawaii isn't in the top ten for either.

The more informative parts are the graphs, particularly GDP (gross domestic product). While most states are recovering, a small handful are floundering in negative GDP, essentially still in recession. Hawaii still has negative GDP, meaning the economy is still shrinking.
