Every driver who lives in a subdivision where they pay road fees also pay gas taxes that go to maintain the roads in all the other subdivisions. We pay double and as I posted elsewhere there really aren't enough lots in Puna without road fees for all the people who live here.
While road wear is related to weight, you are comparing apples and orange when you compare a bus that holds 40 people to a Honda civic, it should be compared to 40 Honda Civics.
