Noise pollution is largely unregulated in the US. I think they set the limits by asking the military what is the loudest noise they ever make and then set the bar a few decibels higher. It's probably worse here on Hawai'i because the police have better things to do.
If the noise is really bothering you might want to find out where it is coming from then contact their landlord or mother. Doubtful that a real noisemaker would own their own house so figure out who has leverage over them the apply pressure.
