It is against the law. If these (people) <--- I use that term loosely tried pulling this stunt on Oahu they would be pulled over.
I think on the big island it's more excepted because we have a lot more country here. But, no excuse for jacking your truck up and slapping on huge swampers that stick out past the fender wells to throw rocks all over your car and crack your windshield. I agree they are a hazard. If one passes me in the rain, I slow way down and let them get some space between me and them. It is dangerous and apparently illegal here as well, since they slap on skinny tires to go get safety checks. Cops here probably know em so they don't care or are just too lazy to hand out a ticket.
Dunno about the camera thing you would have to ask the police on that. But if it is a go, I'd take some pictures with my phone as well.
