The PCDP refers to commercial sprawl. The emergency room project is not commercial. Also, the PCDP supports the need for such a project. See Section 3-11 through 3-13. The benefit of leasing state land is the price. The 800 sq.ft. clinic in the Pahoa Marketplace pays $2,058 a month. A nonprofit can't afford that and still provide services to people with no money or insurance.
