why are most of the houses in hpp single story ?

Could it be because it is windy and it is much more expensive to engineer a house taller with the structural engineering to address the high winds. Also a lot of the homes appear to be kit homes from HPM, Argus, etc and those homes tend to be single story because its much simpler to make a kit home single story, same reasons as above.
