Isn't raising roosters here a civil right? Just a form of equal rights so those that do and those that don't are treated fairly and without prejudice?
Years ago, had a friend move into a really nice subdivision without a HOA /CCRs. A couple years later, she was up in arms, wanting to organize to force improvement of the neighborhood. My advice to her was that people moved there because there was no HOA/CCRs and if that's what she really wanted to leave the others alone and just move to where she could be happy. We once bought property in a place with very few, but very reasonable CCRs, but by the time we got to think about building, that list had grown many times over to the point of being objectionable to me.
Here, we purposely chose to be our own HOA and all our CCRs are unwritten.
