These unresolved Saddle Road right of way acquisition issues are impacting the transfer of the Puainako Street Extension. The county constructed this highway with the intent to transfer it to the state's roadway inventory. The latter has not happened- even though its been open since Sptember 2004.
The State asked the County to acquire additional right of way, which the county is having difficulty obtaining.
The new east side Daniel K. Inouye Highway phase is slated to tie into Puainako Street Extension at m.m 5.3. Its likely one or more of these landowners holding up the last Saddle Road phase is holding up the conveyance of the Puainako Street Extension.
The three landowners in question are; Arruda, Towill and Alderson. Towill or his representartives refused to respond any correspondance. There is a cloud on the Alderson parcel, which requires ED action in both scenarios.
