What can I build without permits in Hawaiian Shore

There are actually two different subdivisions called "Hawaiian Shores" One is Hawaiian Shores Recreational Estates (HSRE), and they do have some pretty stringent CC&R's. The other one is Hawaiian Shores Subdivision. It has no CC&R's. It is located between Kahakai & southeast into each lateral street before you cross the "White Line". Beyond the white line is Hawaiian Shores Recreational Estates.

We live in Hawaiian Shores. We have all the same perks, i.e., mail delivery, piped water, paved streets, etc., but we can't use the HSRE Community Center or the swimming pool there.
