Residents of Waimea pay actual property tax, unlike the Puna "tax cheats", so it's little wonder that they have much nicer infrastructure.
Also I pay my taxes, you may cheat on yours but don't call the rest of us tax cheaters, that's your problem, and I pay more in taxes for one acre than they do for 668.75 acres.
