That's not how it works, Jackson, and I wish there was proof to this. Underground marketing such as bribery, extortion, etc is generally designed to provide no paper trail or proof.
It's under table, hence the word "bribe" as opposed to "legal fee".
As another topic on this forum indicates, it wouldn't be the first time that the "locals" in question have illegally charged people for accessing county land/roads:
