Structurally and safety wise there should be no significant differences. The cost between the two forms of concrete foundation/pad will be significant (the knee-wall being more expensive assuming you're still going to have a concrete pad).
Obviously steel closer to the ground will be more inclined to encounter splash back from the ground. As per interior humidity and condensation build up, that will be in direct relationship to ground/pad preparation work, end wall type and ventilation method.
The profile of the structure and intended use should be your determining factor. Are you going arch and if so do you need a wall for benches and side wall clearance? Focus on the intended function and keep it as the priority.
