The best that is absolutely LEASHED dog friendly is the Kalokp-Honokahau National Historic Park above the harbor on the Kona side.... Since our dog has to be leashed or fenced (she's deaf) the leash regulation is not a problem for us.
There are beaches that are great, and some that for very obvious reason should not have dogs, leashed or not (things like the beach is a children play area, sea turtle or monk seal haul out area - those type things...)
However, even at the most obvious no-dog-allowed beach w/lifeguards, with a monk seal and pup & the marine mammal observers stationed near by, have seen the clueless allow their unleashed dog(s) to "play" with the seals....
So I can see WHY the regulations are more across the board... the clueless here are sooo prevalent!
