In Ca the ATV is considered an " off road vehicle" and impossible to register as a "motor vehicle legal for streets and highways". "Private" subdivisions mean you are responsible for the maintenance of the road and infrastructure financially, but all state motor vehicle rules apply. Police usually don't enforce except what they see on a "drive thru", but usually mind their own business unless called. Riding lawn mowers rule!
