The point is that you made inaccurate assertions and untruthful accusations. But moving on, CIPs also have to be requested and "...are accounted for in a capital improvement budget code of a department."

Oversimplified, if the department doesn't put it in their budget request, then any legislation proposed by an elected for the CIP isn't going to pass.

Generally, transportation issues take up as much as half of the CIPs approved. Additionally, it appears that the more power you have, and the depending on the subject matter, the better chance that your district CIPs will be funded. But I have also seen it take a dozen years or more for some CIPs.

Or, according to this mornings news, you can create your own non-profit, name your staff as the board of directors, and get $100k in GIA finding despite you non-profit being listed as no longer compliant by the IRS for over a year.
