As islands as a whole, Koho'olawe comes to mind, only because the Military abused the poor thing. Unusable Government land. Why do you think the Cruise Ships stop here? It's not only Tourii they're dropping off! Whatever port tariff is cheapest on dump fees gets it. Garbage is everywhere, look at "plastic Island, and the stuff still drifting from Japan's earthquake.
