serious dog bite in HPP

It is amazing to me how some dog owners have no concept of keeping their pets at bay (a dog not fenced in or on a leash is a dog that is not really loved by the owner). Letting it it roam free is an invitation to get pepper sprayed or worse case killed by a passing car (happens more often than you would think). Animals are typically stupid when it comes to strangers and cars so please please protect them from themselves !!!!!
