Thank you RJ for taking the time to engage in this discussion. I have a question I hope you will find it in your heart to answer...
The home page of the Hawaii County Council website reads in part as follows:
"...The Council’s powers and functions are governed by Article 3, Section 3-1, Hawai‘i County Charter, which states that the legislative powers of the county shall be vested in the County Council. Its primary function shall be legislation and public policy formulation. The Council is responsible for passing the laws that govern this county, as enacted by ordinance, and written in the Hawai‘i County Code."
With that in mind would you please tell us what experience, education and such, have you had that has prepared you to take on these responsibilities? For instance what qualifies you to write law? Do you have any legal experience? education? As to formulating public policy.. do you have any on the job type experience in this field, or, in one that you can point to and say that it has prepared you for these responsibilities? And, considering the budgetary aspect of the job, what sort of fiscal responsibilities have you had professionally?
