Historically the town of Hilo had a larger population than the rest of the island.. and as long as a voter could cast a vote island wide the voters in Hilo controlled local politics. In order to protect against that the rules were changed to insure each district had it's own representation that was elected by the voters in that district alone, and residency was/is a requirement that further insures the same.
