Palamanui built the small college campus and a few other promised improvements but failed and refused to build the major connector road between Mamalahoa and Queen Kaahumanu highways, thereby thumbing their noses at their promises to the people.
1. Promise to build roads if County approves your zoning;
2. Don't actually build any roads;
3. Profit!
I shouldn't be surprised that this isn't just a Puna problem, or that it's still going on.
