I think animal waste, especially herbivores, degrades quickly when exposed to sun, wind etc.(I'm no expert)
Human waste, when dumped into a cesspool, doesn't get degraded by the elements. It percolates downhill to the watertable/ocean. It may be better for the environment to poop out in the open.[

An even better solution, environmentally, is a modern composting toilet. They break down dakine, and keep it out of the subterranean environment. The end product is useful as a garden soil amendment.
The State DOH however, currently requires a cesspool with a composting toilet, for grey water. Go figure, I would settle/filter grey water for Ag.
