This may just be the homeowners association in conjunction with the county, the association by themselves or just the county requirement. The listing seems like a really nice deal but maybe not, depending on the septic upgrade cost...
My understanding is that the Kapoho subdivisions fall under additional rules, because they are in a conservation area and drain to a Marine Sanctuary. Also I do believe (Cat can correct me if I am wrong) that the water company down there doesn't connect people unless they are on the proper kind of septic.
