Building a new town in South Puna

I just returned from a visit to Christchurch New Zealand whose downtown was devastated by severe earthquakes a few years ago. Instead of rebuilding the downtown in a more traditional way, they've used shipping containers to create a "mall" with shops and services. Perhaps an idea for the "new" Pahoa.
