If the board is not doing anything wrong they have nothing to fear from being recorded. Having to ask for their permission means they can pick and choose who get to record their actions, the only reason they would want to control who does and doesn't have that permission would be to make sure that the only recordings are done by people who are friendly to them.

Any member of HPP should be able to record or videotape meetings of a board who are supposed to represent them, if the board is afraid of possible legal action because of recordings or videos they are admitting they are doing something they are so ashamed of they don't want a public record of it.
