A Dangerous Situation

Darn if their wasn't another incident just moments before I drove by - 2 cars were stopped at the spot mentioned , one with "emergency" blinkers on (black charger)and the other conferring with the first, who were standing around the front of the Charger pushing buttons on their phone.
