Bill 108, short term rental when living on site?

Sorry if this has been previously discussed.

Reading over 108, it looks like hammer coming down on short term rentals. Parts about a fund for enforcement, and any advertising being evidence of running a short term rental. IE, they gonna have people reading VRBO and AirBnb and checking all of them for valid permits, and going after the people who don't have them.

HOWEVER, there's this part:

"Short-term vacation rental" means a dwelling unit of which the owner or operator does not reside on the building site, that has no more than five bedrooms for rent on the building site,
and is rented for a period of thirty consecutive days or less."


Does that mean you are off the hook if you live on site? You can rent a small detached house or bedrooms out without permits so long as you live/host there?
