2 : No rules on the height of tires or as you say wheels.
Width yes but an added extend fender fixes that issue.
Only at safety inspection depending on inspection station they may become grumpy about head light height which is 52 inches above pavement for 4x4s and 42 inches for non 4x4 vehicles and then a vehicle owner can always apply for an exemption if a person is in ag or a business.
Each county has different rules and regs.You might be speaking of Oahu laws,certainly not Puna.
More expired weight tax and safety here than the other infractions you mention.
Perhaps you should become a traffic enforcement officer if it bothers you so much.
