If you go to the place in Orchidland, they only check to make sure that your lights and horn work and that you have something that looks like an insurance card.
I wouldn't do anything to your catchment tank until you get a frame and cover for it, for all you know there are dead animals in there. I would drain it, clean it, cover it, and start from scratch.
