Most commercial operations don't use residential plumbing fixtures with toilet backs, but I do get your point, however it doesn't explain the scum in the sink, which is where the employees are supposed to wash their hands (according to the signage, anyway).
Also I forgot to mention that the hand dryer was inoperable, and there were no paper towels, so the employees are drying their hands on their own clothes, or not at all.
