General Building Question

Hi I was going to have a drafter revise some plans I had and this was his response. Is what he saying true?

I would recommend getting your structure permitted simply because you can sell or refinance the home later at a much higher value rather than selling it "as-is" when unpermitted . $3.00 s/f for all areas including decks w/ 300 s/f minimum plus stamp comes out to $1,250.00 .
