well the building is the main focus. the building is much needed for the community. also if i remember correctly there is something about the building being owned by a trust and if HACA shuts down it goes back to the trust . so i would think that having the building legal is very important imagine if the trust finds out about the legal problems that are on going as well as the fact that the permits are expired .. not good
