The "made in USA" loophole was in Saipan. Foreign contractor workers (mainly Chinese) worked in sweatshops. Saipan is a Commonwealth of the USA but is exempted from trade tariffs and labor laws. This ended in 2009 when the federal government took control of immigration there and the last sweatshop closed in 2009.
