I don't understand the legislative process all that much but from appearances it seems that they all get together at the beginning of a session and throw down some sort of wish list.. i.e. here's my list of bills that I want to push through during this session. And, a first term representative would probably be scrambling to figure all that out. Yes they asked for the job but the distance between them running a big campaign and the beginning of a session (2 months) is not a whole lot of time for one to pack their bags and rearrange their business and move to Honolulu as well as on day one be ready to table their wish list. A list that not only has to be thought of and written down but has to be lobbied for with all the other representatives so as to gain support and co-authors. It just seems overwhelming. A second year, or second term, representative would know all the ins and outs of this screwy system and would have worked a lot longer, in a much more matured fashion, to have prepared a well thought out wish list to present at the beginning of a session.
When seen in that light, as a list of things that Joy thinks are concerns of the Puna community and warrant her efforts to lobby for them, to secure funds for them against those funds going to other districts and the concerns of their constituents, they read like a who's who of Puna's needs and concerns. Even if they were hatched in a rush, at the very formative stages of Joy as a political representative for the people of Puna, and lack the mature thought out ness of a seasoned politician, they do expose Joy's overall intent and the scope of the concerns she thinks are the communities that she represents.

And if you really want to be akamai about all this you should be prepared for a lot of reading and contemplation because there's a lot of them. From that list, as one can see they cover a wide variety of the community's concerns. You can nit-pic each line of each one to death for sure, but as I understand it these bills get a lot of input as they work their way through the system, and, if they survive, by the end of it they can be considerably different before they are passed. So yeah I would have to agree with HereOnThePrimalEdge's statement:
There were a lot of people calling for a Puna Harbor and Superferry to keep the area connected to Hilo if cut off by lava. That was only a few months ago if you look back over these threads. People were discussing the possibility. Perhaps these bills were introduced to address those requests.
and I imagine that all of the bills Joy proposed will mature through the legislative process, and hope that she has the gumption to get the ones that really merit passing through all the rigamarole that is our state's political system.
As to the idea of a harbor at Kapoho, I doubt it would happen.
As to the idea of a study, I would hope it could be expanded to be a study of the need for a South Puna (verses Kapoho) harbor which I think would deflect any opposition/criticism from the get go and allow for a more matured overview of the entire issue to be developed before a particular spot was chosen. In that way the actual needs of the entire community could be defined before a spot and its pros and cons became the focus of everyone's attention.
I personally sense that Pohoiki is a much better candidate in that there already is the beginnings of one. But again, I feel it would be way better to approach it all from a broader view first.
