For clarification I chose Kahoolawe on the basis that there is already a cleanup started by Kahoolawe Reserve which entails clean up, re establishment of marine areas, replanting, etc., but is grossly under funded. Providing a work force through the penal system would be a great way, in my opinion to pay back community for their wrong doings to help rebuild an island raped bare by the military.
