I don't really feel that HACA has to provide anything for me, though I do pay my road dues.
I'm not saying that nobody should contribute, or that the HA community center is a bad thing. I'm just saying that it (and HACA) are not useful for everybody. Hawaiian Acres is a big place. While I think of it as my community in a general way, the community center plays no part in my life.
The library's free wifi is much easier to get to than the community center--so is the Hilo Coffee Mill's farmers market. I go to events at the Mt. View Senior Center and the Keaau Community Center. I see these places as real parts of my community.
BTW, I'm not sure what you meant when you said, "a drop off point for our children." If I had kids, I wouldn't drop them off at the HA community center.
