We have noticed the "permanent" signs, but also the use of the shoulder at all hours of the day, night and on weekends, even when there are few/no vehicles .... so be aware that some vehicles seem to think that the shoulder is to be used at any time of the day or night, no matter what the legal signs indicate...and drive/bike/walk accordingly..
I am still trying to figure out what the 4 & 3 solid yellow lines in sections mean - all we can think of is that it means "don't even THINK about crossing these yellow lines!" (yes I do realize/hope that one or two are those temp lines that they still need to pull up, but by the looks of it, they do seem to be finished)
