OK.
An appointment with Mr. Lee (public works boss) and Mr Yamamoto (building department boss) resulted in the following. Apparently they don't have to tell me who the complainant is until they 'order' me to do something. they have yet to complete their report, which is going to say that they have yet to complete the inspection...(you follow?)...
They are saying that the fact that three inspectors showed up on my doorstep unannounced is a random occurrence done for my convenience. i did not get the assurances i wanted that this practice would stop. i still intend to pursue this. i did not get the copy of the complaint as requested. i received instead a copy of the internal work order listing the complaint, which says that "the complainant is concerned with 4 un-permitted structures on the property and how waste water is being disposed of". This complaint was received on line. Building regulations are only enforced by complaint. there is no requirement for information on permits or regulations.
i did not get a copy of their complaints procedures or the inspection process. As i understand it, very few of us are actually allowed to live here. they simply avoided that subject altogether.
As far as the process goes, as it concerns me, they will carry out a new inspection, this time with appointments, and make a new report which will probably say that my current permit is invalid. once they have decided that i am indeed living in a 'un-permitted structure', i will be required to obtain a permit retrospectively. at this point they will be required to provide me with the name of the complainant. retrospective permits involve providing an architect with detailed plans of the cabin which, because i designed it on google sketch up, i just so happen to have!! that 'first step' is likely to cost a couple hundred. the other three 'structures' (which included my dogs kennel!!) don't count.
i think my next step is legal advice. thanking you all for the good wishes and support. please be assured that my family and i will not be bullied, and that i will do all that i can to prevent this from happening to someone else.
