Ruderman never made any such quote. At least be factual in your dislike for Ruderman.

It isn't just about HASS, this is about DOT's dereliction of duty by it's officials and their well known policy of saying "NO" to everything that comes their way until they ultimately are forced by lawsuit or death to act. The money has been approved by the legislature for good reason and the DOT needs to raise their collective okoles off of their hands and put them to use.
