So as long as there is money flowing, it wouldn't matter if you didn't have any? Some economic concepts are getting mixed up.
Re the telescopes: the entities providing the money for the telescopes and related expenditures are not getting any financial return on their investment. Clearly they might not have excess cash as a result of owning the telescope since it was actually a cost to them with no revenue generated. So you would tell them because money is flowing, that is, the island has an economy, they need to provide money for something? Yes, they have put their money into this economy, with no financial return, but you just want more?
Well money is flowing in Hawaii. I have my Medicare on the chopping block and might die without medical care. But I know someone who lives where money is flowing! I'll ask you for the money! That's fair, right?
