Too bad the County can't qualify as a "State" for Federal grants ... I'm sure we could manage to waste it on something.

It looks like it, isn't free money, but loans. If it's turning down more loans, I don't have a problem, as I think we keep borrowing too much as is. Does anyone know anything more about this?
