If you're going to pick nits, go all the way. HELCO lines travel over a "utility easement", the land underneath which still belongs to someone and might also be part of a "road easement". Most likely, County is maintaining the road easement, which just happens to contain HELCO's utility easement, and in any case the preventative maintenance is still cheaper than post-storm cleanup.
The opposition to this "smell" seems to have some ulterior motive to it other than civic-mindedness. Any ideas what sorts of motives are percolating at the bottom of this Odor issue?
BTW,try living anywhere near a pulp-plant in the South for fragrant aromas that linger ad infinitum.
