Apology accepted, but your argument doesn't hold water methinks.

If you were to take that bleach, mix it up in even a diluted concentration, put it in a sprayer and fill the air with tiny droplets of it that came drifting down on the community I live in I suspect some of my neighbors would see that as terroristic threatening. Seriously Paul I don't think the police would protect your right to do that! So yes, if bleach were used in the same way as are the chemicals big agribusiness is reportedly using here in the islands I believe it would be banned too. At least that type of application.

I mean for reals brah, imagine the damage you'd do to people lungs!
