In the 2014 primary, which was the Iselle election, which probably reduced the number of votes by some unknown percentage, there were over 3,000 votes cast. In 2012 (the last election I could easily find numbers for) there were 8,200 registered voters in all of the Puna district and almost 4,000 people voted in just 2 Puna precincts, HPP and Keonopoko. So claiming only 2,000 people vote in all of Puna is just another case of "making stuff up" to prove your point.
