Might be because you have to be a subscriber to get full story? According to Dr. Lorrin Pang, Maui District Health Director is claiming that migrant workers in Puna may be carrying the fever in transit from farm to farm, which they are in process of inspecting to try to find them to curb the spread. I did not think it was transmissible from person to person without a bite, but maybe they are hosting the mosquitos in what they bring with them, or they are infected and don't know it, and the local mosquito becomes the carrier.
