It seems to me the entire problem with road construction's impact on commuting would be eliminated if the road work was done in the night and before dawn the workers left the roads in a functional form for the daily traffic. And, I don't think it needs to cost more. On one hand it eliminates a lot of the traffic officers needed and the other it allows for smoother more timely construction. All that would have to happen to make it so would be for the state/county to include the requirement in their call for bids and the worker's unions not to be obstructionist. Other places have done this for years, decades, so any humbug about it being hard is just noise methinks.
