Homelessness will never go away, but it might get better. I say it won't go away because there is a small minority of the homeless who like the lifestyle. I know it sounds crazy, but I have done volunteer work where I've spoken to some homeless people who profess that exactly. It might, however, get better in Hawaii if government resources to build and maintain affordable/subsidized housing were put under well-vetted private management. IMO, only the government has the money, and only private management the skills to accomplish anything. It would be a real stretch even then, though, because the first tendency of the powers that be hereabouts would be to award the contract to cronies. In case you can't tell, I'm not at all optimistic. And economic development would also have to be part of any solution, but that's a topic for another day.
