This studies-consultants-kickbacks is an old Mafia scam, perfected by Casino Jack Abramoff. This current health study is draining at least $700K from the geothermal fund. The previous studies cost about $300K. The BLNR also gets a geothermal fund and that is going to DHHL and buying back native lands. There are several scholarship programs through DHHL although none specific to geothermal funds.
BTW, the results of these studies are usually that more studies are needed. Fancy that!
