Forced vaccinations

HB1946/SB2393 is an interesting bill. I've read several blogs that say this bill if passed would force vaccinations on every man, woman, and child within 90 days of passing. I read the actual bill and I don't know if that's really true. Can someone maybe a lawyer take a look at it at the link below?
